The license behind every anti-rabies card
We have two dogs, Momo and Oreo, and a cat named Mcdo. All three get their shots at our vet clinic in Imus. The dogs get the anti-rabies vaccine and the 5-in-1, while Mcdo gets the 4-in-1 for cats. Each visit also includes deworming and a check-up.
The routine never feels dramatic. The vet explains what each shot is for, tells us when the next one is due, and says what to watch for afterward. Then the anti-rabies shot goes on a card or certificate. Still, every step of that visit is licensed work.
What the Anti-Rabies Act requires
The Anti-Rabies Act of 2007 (Republic Act No. 9482) explains why a licensed vet matters here:
- First, Section 3 defines rabies vaccination of dogs as a shot given by a licensed government or private veterinarian, or by a trained person under a licensed vet’s direct supervision. Those trained helpers may only give rabies shots to dogs, and only during government mass vaccination campaigns.
- Next, Section 5 requires dog owners to have their dogs vaccinated against rabies regularly. Owners must also keep a registration card that lists every vaccination.
- Finally, Section 11 fines an owner ₱2,000 for failing or refusing to have their dog registered and vaccinated. An owner who refuses to vaccinate must also pay for the vaccination of the dog and of anyone it bites.
So the card in our drawer is more than a reminder. It is the record the law asks every dog owner to keep. The shots on it must come from a licensed vet, or from a trained helper that vet supervises during a government campaign.
Jerome’s other option
My nephew Jerome is in his third year of agriculture. When his school asked students to list their course options, veterinary medicine was one of his. In the end, he chose agriculture. He never told us exactly why, so this page will not guess.
What I can say is that the two licenses lead to different work. One helps on the land: soil, crops, and farm plans. The other does the clinic visits that keep Momo, Oreo, and Mcdo healthy. Both are real professions with their own board exams. If you are still choosing between them, our agriculturist board exam results page follows Jerome’s side of that choice.
Latest results: October 2025 Veterinarians
PRC released the October 2025 Veterinarians results on October 30, 2025. The exam was given in NCR, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Pampanga, Rosales, Tuguegarao and Puerto Princesa, Palawan. Out of 1,433 takers, 1,108 passed. That is a 77.32% passing rate.
The Board of Veterinary Medicine gave the exam: Dr. Claro N. Mingala, Chairman; Dr. Agnes Teodora A. Baylon and Dr. Tomas M. Acorda, Members. PRC opens online registration for new October 2025 passers on November 27, 2025.
How the latest veterinarian board exam results compare
The passing rate was up 30.40 points from October 2024. A year earlier, October 2024 posted 46.92%. 84 more examinees took this batch than October 2024.
The last two regular exams show a big jump. In October 2024, only 633 of 1,349 takers passed, fewer than half. Then, in October 2025, when PRC gave it as a computer-based exam, 1,108 of 1,433 passed, more than three in four. PRC also released those results the day after the exam ended.
Who can take the veterinarian licensure exam?
The Philippine Veterinary Medicine Act of 2004 (Republic Act No. 9268) sets the rules. Section 15 lists four requirements:
- You are a Filipino citizen, or a citizen of a country that lets Filipino vets practice there (reciprocity).
- You are in good health, of good moral character, and of sound mind.
- No court has convicted you, by final judgment, of a crime involving moral turpitude.
- You hold a degree in veterinary medicine from a college accredited by CHED.
The nine exam subjects
Section 14 of the law lists eight subjects, but it also lets the Board update them. So in 2024, the Board’s Resolution No. 07 adopted new subject titles and split Veterinary Surgery into its own subject. As a result, PRC’s program for the October 2025 exam had nine subjects, each with its own weight in your average:
- Veterinary Medicine: 14%
- Veterinary Microbiology and Public Health: 14%
- Zootechnics: 12%
- Veterinary Anatomy, Physiology, Pathology, Pharmacology, Parasitology, and Surgery: 10% each
In October 2025, the exam ran for three days, with three subjects a day. Because the weights differ, a strong score in Veterinary Medicine or Microbiology lifts your average more than the same score in a 10% subject.
What the license lets you do
Section 29 of RA 9268 describes the practice. It covers examining, diagnosing, treating, and operating on animals, and prescribing medicine for them. It also covers certifying an animal’s health for official or commercial purposes, and certifying that animal products are fit to eat. Jobs in government or private offices that need veterinary skill count as well.
Meanwhile, Section 30 makes it unlawful to practice veterinary medicine without a valid certificate of registration and professional ID. That is why the vet who signs your pet’s card must hold the license this exam grants.
Vets also matter beyond pets. If you raise poultry, for example, as in our chicken egg business guide, flock health and vaccination are part of the work a licensed vet can advise on.
Next veterinarian exam: schedule
The next Veterinarians exam is scheduled for November 4 to 6, 2026, based on PRC's 2026 schedule of examinations. Applications open August 6, 2026 and close October 5, 2026. PRC targets releasing the results by November 10, 2026.
Since 2024, PRC has held the regular exam once a year; in 2023 it ran twice, in March and October. In 2024 and 2025 it ran in October, and in 2025 it moved to a computer-based format, held on October 27 to 29 with results on October 30. For 2026, PRC scheduled it on November 4 to 6. This section shows the next date only after PRC publishes it, so you never see last season’s date left up.
How is the veterinarian exam scored?
Section 17 of RA 9268 sets the rule. You pass with a weighted average of at least 75% and no subject below 60%. The law also has a middle path. If your average reaches 75% but a subject falls below 60%, you retake only those subjects. However, if you then fail to reach 75% in them, the exam counts as failed and you retake all subjects.
After your name appears
PRC opens online registration for new October 2025 passers on November 27, 2025. You register online through PRC’s website, prc.gov.ph, and sign the Roster of Registered Professionals in person. Then get your first-job papers ready: your SSS number, your Pag-IBIG MID number, and your PhilHealth registration. Our guide on what a PRC license covers explains the card you will receive.
If your name is not on the list
Check your rating slip against the rule above. If your average reached 75% but a subject fell below 60%, you retake only that subject. Otherwise, plan for the next yearly exam and watch the schedule section above.

The vet behind the card
Every anti-rabies card in a Filipino home carries a licensed vet’s work. The veterinarian board exam results are where that license starts. Momo, Oreo, and Mcdo will be back at the clinic when their next shots are due, and the vet who gives them will have passed this exam.
