TESDA Scholarship Allowance: How Much, and When Does It Actually Arrive?

I want to be upfront about where this comes from. I have not personally received a TESDA allowance. But readers have consistently flagged the same frustrations: confusion over how much they should be getting, and delays they cannot explain. I built this on TESDA’s own circulars and its 2026 announcement with LandBank, not forum guesses.

How much does each scholarship actually pay?

TWSP pays the most per day at ₱160, STEP pays ₱60 a day, and PESFA pays a monthly stipend instead of a daily rate. None of these are meant to replace a full income; they are meant to cover food and transport during training.

Do not choose a scholarship based on which pays more per day. Pick based on your actual goal after training. The allowance is meant to support you through the course, not fund your life afterward.

When does the allowance actually get released?

TWSP releases in two tranches: roughly 50% about two weeks into training, and the remaining 50% once you hit around 80% completion. STEP tends to pay weekly, and PESFA usually follows a similar tranche pattern, though some private schools release it monthly instead.

The two-tranche system is where most complaints come from. If your training center is slow to submit attendance records, your second tranche can end up delayed by weeks. Sometimes it arrives almost at the end of the course.

How does TESDA actually pay you now?

Since February 2026, TESDA pays scholars through a direct partnership with LandBank instead of cash handouts or GCash transfers. This applies nationwide across TWSP, STEP, and PESFA.

You can open a LandBank PISO Account with just a ₱1 initial deposit and no maintaining balance. It comes with a free ATM card. If you are 18 or older, a PISO Plus Account skips the initial deposit entirely and includes a virtual Visa debit card. Both can be opened through the LandBank mobile app using one valid ID, or a TESDA-issued endorsement letter if you don’t have one yet. Still need to sort out an ID? Some smaller or older-batch training centers still hand out cash directly, and GCash was the previous standard from 2022 to 2025. But LandBank is now the default channel nationwide, and readers should expect to open an account as part of enrollment going forward.

Why does the allowance get delayed, and whose fault is it usually?

The single biggest cause of delay is poor attendance tracking at the training center, not TESDA itself. Your allowance is directly tied to your recorded attendance. If the center is slow or sloppy about submitting those records, your payment waits with them.

Most scholars who attend consistently but still get a delayed second tranche are dealing with a training center that didn’t submit paperwork on time. It is not a personal failure on their part.

What do you do if your allowance is late?

Start with the training center, since that resolves most cases within a few days. If that doesn’t work within about a week, escalate to the TESDA Provincial or District Office. Save TESDA’s national contact center for systemic issues only.

  1. Talk to your training center’s scholarship coordinator first and ask for a written update.
  2. If unresolved after 3 to 5 working days, go to the TESDA Provincial or District Office supervising your center. Bring your voucher or reference number and any proof of attendance.
  3. For issues that look bigger than one center, like a regional budget delay, contact TESDA’s own contact center directly through their hotline (8887-7777) or email (contactcenter@tesda.gov.ph).

Protect yourself from the start. Keep your own attendance log, save copies of everything you submit, and screenshot every SMS or email TESDA or LandBank sends you. Most delays trace back to poor coordination between the center and TESDA, not anything the scholar did wrong. Having your own records makes escalating faster and less frustrating.

What happens if you drop out?

You do not have to repay your allowance or training cost; TESDA scholarships are grants, not loans. The real consequence is different: dropping out without a valid reason gets you disqualified from any TESDA scholarship program for one year.

This is worth correcting clearly, since it is easy to assume dropping out means owing money back. It does not. What it does mean is losing access to TESDA scholarships entirely for a full year. That is its own real cost if you were counting on a second course later.

Here’s what nobody tells you

Getting approved is only half the battle. The harder part is actually finishing the course and getting paid on time. Many scholars get frustrated by attendance tracking, delayed tranches, or training centers that treat scholars as an afterthought. A TESDA scholarship is free training, but it still demands discipline, patience, and your own paper trail to make sure you actually get what you’re entitled to.

Slots are limited too, so apply as early as possible once you’ve picked a course. Choose one with real job demand, not just because a scholarship happens to be open for it.
