My brother is a mechanical engineer. He wants to add solar installation to what he offers, partly as a side hustle, partly as a possible pivot if the work ever pays off. When he asked me to help him figure out the TESDA path, I expected a quick answer. I did not get one.
What I found instead was a pile of outdated blog posts and Facebook groups repeating the same three facts. Nobody explained what eTESDA actually gives you versus what it does not. This is the article I wish existed when we started.

What is the TESDA solar installation course called?
The course is Photovoltaic Systems Installation NC II. TESDA never calls it “solar installer training” on its own site, which is why so many people search the wrong term and land on unrelated results.
You can study the theory for free through eTESDA, TESDA’s online learning platform at e-tesda.gov.ph. The course has five modules, and TESDA requires you to finish them in order.

Does an eTESDA certificate make you a licensed solar installer?
No. This is the single biggest mix-up we ran into while researching this for my brother. It wastes more time than anything else on this list.

Finishing the online modules gets you a PDF, and it is real and useful on a resume. But it is not the credential recruiters and solar contractors mean when they ask if you have your TESDA NC II, since that National Certificate only comes after you demonstrate the skills in person at an accredited assessment center.
There is a second layer of confusion too. Google results lump together three different qualifications: PV Systems Installation NC II, PV System Design NC III (sizing and drawings, usually taken after NC II), and Electrical Installation and Maintenance NC II (house wiring, a completely different trade). Enroll in the wrong one and you will wonder why nobody hires you for rooftop work.
Does an engineering degree let you skip modules?
Partly, but not the way most people hope. My brother’s mechanical engineering background genuinely helps him move faster through the theory, but it still does not let him skip TESDA’s process.
On eTESDA, everyone starts at Module 1, no exceptions, so there is no shortcut button for degree holders on the platform itself. Where his background actually matters is Recognition of Prior Learning. That is a real TESDA policy, not a marketing claim.

We also checked our own earlier RPL breakdown, and the pattern holds here too. RPL works best when you already have documented field experience, not just a diploma. A Portfolio Assessment typically costs more than a standard competency assessment too, so it is not really a cheaper shortcut. Still, it saves time, not money.
The honest version I gave my brother: if he has zero solar fieldwork, RPL will not rescue him on the core units. He still needs hands-on hours before the assessment, degree or not.
How much does the TESDA solar installation course cost?
The theory is free. The certificate, though, is not. Budget somewhere between ₱1,000 and ₱20,000, depending on which path you take, and confirm the exact assessment fee with your center too, since schedules do get updated.

The scholarship path is worth chasing first. Our TESDA scholarship guide covers how TWSP and STEP actually work, including the documents you need before you apply. If a scholarship slot comes through, you mostly pay for PPE and transport, not tuition.
One thing to flag: an engineering diploma does not reduce the assessment fee. If a Facebook page is charging thousands of pesos for eTESDA access, that is not the official platform. In fact, TESDA does not charge tuition for TOP.
How long does it take to get the NC II?
Plan on 6 to 16 weeks total. The online theory is not what slows you down. Instead, the wait for an assessment slot is what drags it out.

You can finish the online theory in two weeks. Do not celebrate yet. The 284-hour figure in TESDA’s Training Regulations is the full basic, common, and core curriculum for a complete face-to-face program. It is not how long the online modules take. If you finish eTESDA and then go quiet for a month while looking around, that is where most people lose momentum. The move right after Module 1 is to call assessment centers that same week, not to wait for motivation.
Common eTESDA platform problems to expect
The course content itself is fine. The platform is where people get stuck. None of this shows up in most how-to-enroll articles.
The confirmation email is the number one trap, since TESDA says activation can take 10 to 15 minutes, sometimes up to 24 hours. In fact, it often lands in Spam or Promotions. Use a personal Gmail you actually check.
If the system says your email already exists, do not create a second account. That just locks you out of both accounts instead of fixing anything. Use “Forgot password” to get back in.
Before you even start Module 1
Register and complete your profile on a desktop browser first. The mobile app is fine later for offline reading. Plenty of users report slow loads, though, and logins that do not take even with the correct password. Cookies need to stay on too. Skip Incognito for the long haul, since quizzes and videos can freeze from cache issues that have nothing to do with the lesson.
A few more things to watch for as you go.
- Some course listings ask for an enrollment key from a trainer. So back out and re-enroll from the public listing if you have no trainer.
- Videos choke on mobile data, so download modules on Wi-Fi through the app, then study offline.
- Quizzes need roughly 80% to pass, and progress can disappear the moment you close the tab mid-quiz, so finish each one in a single sitting.
- The site goes down for maintenance without much warning. Then again, if it is dead on a Sunday night, it is probably not your internet.

NC II vs. DOE registry vs. net metering: what actually qualifies you?
These three things get treated as interchangeable online. They are not. A TESDA NC II proves you can perform the installation and commissioning work to a competency standard: a technician-level credential, not a business license.
The Department of Energy keeps a separate Solar PV Installer Registry, but that list is for companies and ESCOs, not individual NC holders. Passing your NC II helps you get hired by a registered firm; it still does not put your name on that registry by itself.
Net metering and Meralco interconnection paperwork usually need an LGU electrical permit, with plans typically signed by a licensed electrical practitioner, not by an NC II holder alone. Your engineering license may help on the mechanical or structural side. Still, it does not replace that electrical signatory requirement. The certificate gets you onto a crew; permits are a separate layer entirely.
That demand is real, by the way. Meralco’s generation charge keeps climbing, and fuel prices stay unpredictable. Where to start in CALABARZON
Here are public TESDA sites in Region IV-A. They have offered PV Systems Installation NC II before. This is not an endorsement of any specific school. Call first, since slots open and close fast.
- Regional Training Center, CALABARZON (Batangas).
- Provincial Training Center, Rosario (Cavite).
- PTC, Lipa (Batangas), which has run STEP PV batches before.
- Rizal PTESDC, Cainta.
- Provincial offices in Laguna and Quezon.

We are keeping private training centers unnamed here, for the same reason we left them out of our caregiving course coverage: we have not personally vetted their facilities or pass rates, and these lists go stale fast.
What to do this week
Do not treat finishing eTESDA as the goal. It is still just step one. The actual bottleneck is the assessment queue, so the next move is a phone call, not another login.
Call or message two accredited assessment centers this week and ask three things:
- Kailan ang next assessment schedule?
- Tanggap ba ang walk-in o RPL kung may related work o engineering background?
- Kasama na ba ang assessment fee sa scholarship, o hiwalay ang ₱927?
If a center has no open slot, ask when the next TWSP or STEP batch opens, and get your name on that list the same day. Once you are certified, keep the momentum going, since many installers add brand-specific inverter training after their NC II.

Is the TESDA solar installation course really free?
The eTESDA theory modules are free, but the National Certificate is not automatic: you still pay an assessment fee, roughly ₱927 based on TESDA’s published schedule, plus any hands-on training costs if you are not on a scholarship.
Can OFWs take this course online and get certified later?

Does a TESDA NC II replace a PRC engineering license?
No. They are different systems entirely. A TESDA NC II certifies technician-level competency. A PRC license, explained in our overview of what a PRC license actually is, covers professional practice like signing designs. One does not substitute for the other.
What happens if I fail the NC II assessment?
You can retake it, though most centers require you to wait a set period and may charge the assessment fee again. Assessors typically give feedback on which core competency you need to strengthen before the retake.
Is solar installation actually in demand right now?
Yes, and it tracks with electricity costs. As rates climb, more households explore solar as a hedge, which is pushing demand for certified installers in provinces like CALABARZON.
