What a customs broker does, seen from an online seller’s side
I run a small e-commerce business, and I import most of my products from China. I have never met the customs broker who handles my shipments. Still, every box I sell passed through one, so here is how the process looks from my side of the counter.
- First, I pay for the products from a supplier on Alibaba.
- Next, I give the supplier the address and contacts of my forwarder’s warehouse in China, and the supplier ships the goods there.
- Then my forwarder and I agree on a rate per cubic meter (CBM). The price depends on whether the goods go by air freight or sea freight.
- Finally, the forwarder brings the goods into the Philippines. That rate already covers customs, so the only thing it leaves out is local delivery. I usually drive to Malabon and pick up the products myself.
So far, every shipment has been smooth. The customs part stays invisible to me, because it sits inside that per-CBM rate. Behind it, though, is licensed work. Under Section 6 of the Customs Brokers Act of 2004 (Republic Act No. 9280), a customs broker’s practice covers preparing customs documents for imports and exports, declaring customs duties and taxes, and preparing, signing, filing, and processing import and export entries.
Passed? Where the work is
My setup shows where many new customs brokers end up working: behind arrangements like mine. Forwarders and consolidators move goods for many small sellers. Brokerage firms file entries for importers. Larger importers and exporters also run their own import departments.
The license makes you eligible for this work, but it is not a job offer. So read each posting for what it asks: some want a licensed customs broker to sign and file entries, while others hire for documentation or cargo handling. If you want government work, check the Bureau of Customs’ own postings for positions that ask for the license.

For online sellers: what to ask your forwarder
Since the customs step happens out of sight, ask your forwarder what the rate covers before you ship. Mine covers everything except local delivery, but arrangements differ. Ask whether duties and taxes are included, whether air and sea are priced differently, and where you pick up. Small sellers should also check whether they qualify for the BIR tax relief for micro taxpayers.

Who can take the customs broker exam?
Section 16 of RA 9280 requires a Bachelor’s Degree in Customs Administration, along with good moral character. So if you are a student weighing courses, this license starts with that specific degree.
The exam covers five areas under Section 15:
- Customs laws and their implementing rules.
- Tariff laws and international trade agreements.
- Practical computation of customs duties, taxes, and other charges.
- Documentation, professional ethics, and customs procedures and practices.
- Warehousing and cargo handling operations.
Next customs broker exam: schedule
The next Customs Brokers exam is scheduled for November 17 to 18, 2026, based on PRC's 2026 schedule of examinations. Applications open August 19, 2026 and close October 19, 2026. PRC targets releasing the results by November 23, 2026.
The law requires the exam at least once a year (Section 14). In 2024 and 2025, PRC held it every November, and results came out within two to three working days. This section shows the next date only after PRC publishes it in its yearly schedule.
How is the customs broker exam scored?
Section 17 of RA 9280 sets the rule. You pass with an average of at least 75% in all subjects, and no rating below 60% in any subject. Meanwhile, the duty computation subject rewards the same care an importer wants from a broker: every peso on an entry has to add up.
After your name appears
For November 2025 passers, online registration opens December 22, 2025. You register online through PRC’s website, prc.gov.ph, and sign the Roster of Registered Professionals in person. Our guide on what a PRC license covers explains the card and certificate you will receive.
If your name is not on the list
Check your rating against the rule above, then plan for the next exam. Because PRC has given the regular exam only once a year, a retake usually means another November. Watch the schedule section, and file through PRC’s online system when the window opens.
