Pharmacy is where the card pays off the most. Major chains like Mercury Drug, Generika, and Rose Pharmacy are well-trained on the discount. Their systems usually have a dedicated code for PWD purchases, so the process is fast once the cashier sees the card.
Small independent pharmacies are less consistent. Some apply the 20% correctly but forget to remove the VAT. If that happens, politely point it out. Non-PWD drivers who park in designated slots face fines under RA 7277. Free parking (no fee charged) is not yet a nationwide law as of 2026. However, some city governments have local ordinances that exempt PWDs from the initial parking rate. Naga City is one example. Check your LGU for the specific ordinance in your area. A bill proposing free parking for PWDs at shopping centers was still pending in Congress as of mid-2026.
Tax benefits: what the card actually covers
The real tax benefit from your PWD ID is the 20% discount and VAT exemption at the point of sale. That is it. Most other claims about income tax breaks are outdated or wrong, so it helps to know exactly where the line is.
For the PWD filing their own ITR
A PWD files an Income Tax Return the same way as any individual taxpayer. There is no additional deduction or exemption just because you have a PWD ID. The standard ₱250,000 basic deduction applies under TRAIN (RA 10963). If your annual income does not exceed ₱250,000, your income tax rate is zero, but that is the rule for everyone, not specific to PWDs.
My uncle confirmed this with his accountant and the BIR after he got his card. The old ₱25,000 additional personal exemption for PWD dependents was removed by the TRAIN Law in 2018. Most people miss this one. Under RA 10524, private companies that hire PWDs as regular employees can claim an additional 25% deduction from gross income on top of the actual salary paid. NCDA vs PDAO: which office issued your ID?

A new unified PWD ID for 2026
NCDA (National Council on Disability Affairs) and DSWD began rolling out a standardized national PWD ID in 2025, targeting full nationwide coverage within 2026. Two versions are now available.
